"Navigating Government Contract Bid Protests: Keys to Process and Litigate"
Thursday, November 20, 2014 1:00-2:30 p.m. ET

The government is the largest buyer of services and supplies. With more and more
companies competing for government contracts, it is becoming increasing common
for businesses to file bid protests when they feel they need to challenge a contract award.
Join us for this 90-minute webinar for the key advance-planning, decision-making, litigation,
and litigation avoidance practice techniques for bid protests before an agency, the
U.S. Government Accountability Office (GAO), and the U.S. Court of Federal Claims, including:

  • Strategies for a successful challenge to a contract award
  • How to identify viable grounds for pre- and post-award protests
  • What documents do you need to file and when?
  • How to establish that a protestor was competitively harmed by the violation
  • Actions to take for preparing, litigating and intervening in bid protests

Speaker:

Andrew Shipley, a partner at Perkins Coie, has litigated matters pending before state
and federal tribunals across the country and abroad, and regularly counsels clients on
contractual, regulatory and IP matters. Before returning to private practice, he managed
an in-house litigation/bid protest group for a multinational defense contractor and led a
cross-practice team that developed and implemented its first preferred provider program.
Andrew speaks and writes extensively on litigating contract claims and bid protests, protecting
contractor IP rights. He serves on the ABA’s Federal Practice Task Force, working with judges and
lawyers to improve the practice of law in federal courts. He also serves on the Federal Circuit Bar
Association’s Subcommittee on Government Contracts.
